Largest shortfall first. The tier travels with the gap, so a shortfall against a Proven target outranks the same shortfall against an Adequate one.

The sequenced list, and the strengths worth defending. Priorities ranks raw shortfall; this applies the two rules — splits set aside, chains worked in order — so the two tabs will not name the same thing first. That difference is the advice.

Targets

Set an aspirational target per facet (the destination) and, optionally, an interim milestone for the next remeasure. Nothing sits below 60 — every facet must at least reach Adequate. Reserve the top of the range for the genuine few that must be Proven — if everything is signature, nothing is. Interim can’t exceed the aspirational target.
